    Invoices must be paid in full by no later than:

    14-7 working days : £100.00 cancellation charge

    Training materials provided by us during the course are for the sole benefit of the course participant. They must not be photocopied, scanned, faxed or otherwise distributed without our prior written permission. All intellectual rights remain the property of LAVAT Consulting Limited.

    In the unlikely event of a course not taking place as scheduled, and for whatever reason, the financial liability of LAVAT Consulting Limited  to each participant shall be limited to the value of monies paid by that participant for attendance on the course.

    Managing Tax Risk in Local Authorities

    We are delighted to announce that we will be running a Seminar on Tuesday 23 November via Microsoft Teams to help local authorities understand their tax risk profile and highlight the steps you can take to minimise your authority’s rating.

    Many local authorities fall within HMRC’s definition of a Large Business and will be subject to the Business Risk Review (BRR+) process introduced around two years ago. This will involve being allocated a Customer Compliance Manager (CCM) who would oversee the review and be a regular point of contact within HMRC on a long-term basis. The BRR+ process involves various steps, including an analysis of the inherent risks that could arise in the ‘landscape’ where the organisation operates, as well as the effect of the organisation’s approach to tax risk, taking into account systems and processes, internal governance, and approach to tax compliance. An overall risk rating will be agreed, with a low rating being the most desirable as it reduces HMRC interventions over a sustained period of time.

    Whilst not all local authorities will come within the remit of the formal BRR+ process, HMRC will still review the relevant aspects regularly to assess the levels of risk that can arise. Therefore, it is vital that this is considered and reviewed by all local authorities regularly.

    Against this background, the Seminar will cover the following:

    • An introduction to the concept of tax risk, what it means and why it needs to be managed
    • The ongoing relationship between a local authority and a CCM
    • An overview of the formal BRR+ process and what to expect in a review (including commentary on the HMRC questionnaires used to gather information)
    • The potential outcomes of a BRR+ review and the consequences arising
    • The key issues that HMRC typically identify in such reviews across all taxes
    • The interaction with the rules regarding Corporate Criminal Offence (CCO) legislation

    The event should provide an informative platform for this critical issue.
