Peter has significant experience of advising local authorities on VAT issues. He spent the last 3 of his 9 years with Customs and Excise as policy adviser to Customs’ local authority VAT teams.Peter subsequently joined Ernst & Young’s public sector VAT team in 1997.

In June 2003, recognising the demand for sensibly priced quality VAT advice within the local authority sector, Peter left Ernst & Young and started PSTAX.  As a long standing member of the CIPFA VAT Committee, Peter is regularly involved in providing input on policy matters and negotiating with Customs at HQ level.

Duncan Groves, Head of Employment Taxes

After graduating in law, Duncan joined the Inland Revenue in PAYE Audit. He moved into the profession in 1988 working with a top 20 firm before joining a specialist tax investigation consultancy in 1991. While there, Duncan identified the public sector as a key target area for employer compliance reviews and began a career long association. This has taken him to WJB Chiltern where he led the Public Sector Tax division and grew a 12 strong team of tax specialists, and RSM Bentley Jennison (subsequently RSM Tenon) where, alongside Nick Burrows, he created the authoritas brand and service.

Now with 24 years’ experience in public sector employment taxes, Duncan joins PSTAX from Grant Thornton and spearheads the firm’s transition from a VAT-focussed to an all taxes public sector business.

Nick Burrows, Head of Indirect Taxes

Nick has been working in VAT for over 30 years and has specialised in Public Sector VAT since 1994. He has, in particular, advised local, police and fire authorities, NHS bodies, NDPBs, government departments and agencies and third sector bodies.

Nick has led VAT advice nationally on a wide range of Public Sector issues and helped shape HMRC policy in a number of key areas.

Rosie Jones, Indirect Taxes Consultant

Rosie has considerable experience of local authority VAT issues, gained in her role as Tax Compliance Officer with West Sussex County Council where she worked for 17 years, prior to joining PSTAX in April 2007.
At West Sussex, she provided a technical VAT helpline for all departments (including some 500 remote establishments), was the principal contact with HMRC, designed and delivered training courses, and developed systems and produced internal guidance notes. She was an active member of the South East Counties VAT Group and established a West Sussex VAT forum with her local Borough/Districts. Rosie has attained a VAT Compliance Diploma with the Institute of Indirect Taxes.

Richard Strevens, Indirect Taxes Consultant

With over 21 years local authority accounting experience Richard’s career in VAT began at East Hertfordshire District Council before he took up a dedicated VAT Manager role at London Borough of Barnet in 1998. He has acted as chair of the North London Boroughs VAT Group and has represented London authorities on the National Local Authority VAT Consultative Group. Richard joined PSTAX in March 2009 from a Senior VAT Manager role with the tax specialist firm, Chiltern, where he advised a wide range of Local Authorities.

June Wright, Indirect Taxes Consultant & Company Secretary

With nearly 14 years local authority accounting experience, June’s career in VAT began with Dorset County Council in 2009 becoming full time VAT officer in 2010.  During this time she was responsible for the council’s VAT function, being the main contact for HMRC and providing VAT training.  June also completed VAT returns, compliance queries and training for the Police and Crime Commissioner for Dorset, Dorset Fire Authority and a spell with Dorchester Town Council. She was also an active member of the South West VAT group.

In 2013 June was successful at the VAT Tribunal in winning an appeal against HMRC, allowing a period of time deemed to be out of date by HMRC to be added to existing off street car parking voluntary disclosures.

June also has experience of managing and developing teams, systems implementation and delivering training. She also has several years’ private sector finance experience with New Look Retailers, including time with the Tax team, dealing with VAT, P11D and Intrastat returns.

She is AAT qualified and currently studying towards her VAT compliance diploma with the Institute of Indirect Taxation.

John Harling, Principal Employment Taxes Consultant

John is an employment taxes expert and has more than 20 years’ experience of working with public sector bodies in all aspects of PAYE, National Insurance and benefits in kind.
He spent 5 years as a PAYE Auditor with the Inland Revenue (as was) before spending the next 15 working in the “Big 4”specialising in advising local authorities, emergency services and other public sector bodies. This included 11 years at PwC where he led the employment taxes side of the PwC/CIPFA Tax Advisory Service.

John has vast experience in employment tax and related areas, such as HMRC Employer Compliance reviews, PAYE/NIC health checks, employments status issues, termination payments, salary sacrifice arrangements and the Construction Industry Scheme.

Tim Bridgett, Employment Taxes Consultant

Tim started his career in tax working for ten years with HM Revenue & Customs as a PAYE Auditor, responsible for compliance work, dispensations and PAYE Settlement Agreements.

He left HMRC to join the profession in 1998 and worked for PwC (then Coopers and Lybrand), covering all aspects of employment taxes, including public sector advisory work with the CIPFA tax service. He then moved to RSM (then Bentley Jennison) in 2006, working with the very successful authoritas public sector team.

Tim joined the employment tax team in PSTAX in June 2017, bringing his knowledge of Equal Pay, the Loss of Protected Pension Age, salary sacrifice and termination payments.

Peter Minchinton, Employment Taxes Consultant

Peter started his tax career with the Inland Revenue and finished his time there as an Inspector of Taxes leading an investigation team. He moved into the profession in 1989 and worked with two of the ‘Big 4’ accountancy firms concentrating on tax investigations and employment taxes before joining a car leasing company designing and implementing Employee Car Ownership Schemes. Peter returned to the profession in 2008 with RSM Bentley Jennison (subsequently RSM Tenon/Baker Tilly) where he concentrated on employment taxes in the public sector.

Now with over 40 years’ experience in tax, Peter joins PSTAX from Grant Thornton and will be working with Duncan and John to help the firm’s transition from a VAT-focussed to an all taxes public sector business.

Louise Collier, Corporate Support Manager

Louise has over 20 years’ experience in working in the business administration area.  After leaving school she worked for a military accoutrement company whose clients ranged from the Queens Cavalry to many Middle Eastern military forces.  She then moved to the University of London where she was PA to the Examiner Appointments Officer and subsequently she ran the Examiner Appointments section for the University of London Examinations Board.  She moved to MITIE Cleaning plc in early 1994 where, through promotions, she became PA to the Managing Director in her final role before leaving following the birth of her second child in 2003.  Louise joined PSTAX in October 2006.

Steve Williams, Indirect Taxes Consultant

Steve is one of the UK’s most experienced public sector VAT consultants, having worked previously at RSM/Baker Tilly, Lancashire County Council and HMRC. Georgia Gladdish , Tax Apprentice

Georgia has recently taken on a full time position as a Tax Apprentice at PSTAX. Having previously worked for PSTAX while studying for her A-levels, Georgia realised that she wanted to pursue a career in taxation. She is looking forward to developing her technical knowledge in both VAT and Employment Taxes through working alongside the experienced members of the PSTAX team. Amanda Venables, Employee Benefits, Senior Manager

Robin Woodhouse
Robin Woodhouse, Employment Taxes Principal

Robin has more than 30 years’ experience as an employment tax specialist, having started his career as an Inspector with the Inland Revenue and then rising through the ranks of the Big 4 accountancy firms.

Specialising in public sector bodies, including the emergency services, he has advised clients on all aspects of UK PAYE and National Insurance compliance including employment status issues, employee termination packages and the Construction Industry Scheme.

Robin is experienced at assisting clients with HMRC compliance reviews, including conducting the audit process and reaching negotiated settlements and has successfully represented clients at Tax Tribunals.

Steph-Leitch
Stephanie Leitch, Indirect Taxes Consultant

With nearly 10 years’ local authority accounting experience, Steph’s career began with Dorset County Council in 2008 becoming the full-time VAT Officer in 2016. During this time she was responsible for the Council’s VAT function, being the main contact for HMRC, and for providing VAT training. Steph also completed VAT returns, compliance queries and training for the Police and Crime Commissioner for Dorset, Dorset Fire Authority and Tricuro (Dorset County Council’s local authority trading company). Following the work Steph carried out as VAT Officer, Dorset County Council was deemed low risk by HMRC.

Steph has been heavily involved in the local government reorganisation in Dorset, seeing nine local authorities becoming just two. Another project Steph has been involved in was setting up the VAT group for Dorset County Council’s two-tier local authority trading company.
Steph has also been an active member of the South West VAT Group since 2012, taking over the role of permanent minute-writer in 2014.
Steph has been presented with the ‘Young Employee of the Year’ award at Dorset County Council for efficient VAT-planning work, is AAT qualified and studying towards becoming a chartered tax advisor with CIOT.

Jon Guilliatt, Indirect Taxes Consultant

Jon has 27 years’ local authority accounting experience with East Lindsey District Council and City of Lincoln Council prior to joining PSTAX in July 2018.

After joining the City of Lincoln Council in 2005 he was responsible for the Council’s VAT function, including compiling VAT returns, Partial Exemption calculations, VAT guidance and training.

He was the Council’s main contact with HMRC and also played a key role in the successful submission of a significant value Fleming Claim in 2010.

Jon is AAT qualified and been a member of the institute since 2001.
