Nick BurrowsNick Burrows, Managing Director: Nick brings 30 years of experience to the table, actively shaping the national landscape through VAT advice and influencing HMRC policy. His recent success includes championing the reclassification of leisure services, leading to significant financial benefits for local authorities.


Richard Strevens, Principal Indirect Taxes Consultant: Richard has over 25 years of experience and authored the Town and Parish Councils’ VAT Guide. Throughout the last 12 months, Richard has led PSTAX’s partnership with the Society of Local Council Clerks (SLCC), providing VAT support through access to the PSTAX VAT helpline, as well as speaking at SLCC events on panels and providing a VAT Drop-in Surgery at conferences.


Stephanie Leitch, Senior Indirect Taxes Consultant: Stephanie has over 10 years of local authority accounting experience to assist with the leisure VAT changes, local government reorganisations, and training initiatives.


Trevor Steel, Indirect Taxes Consultant: Trevor’s 25+ years of experience encompass the former Chair of CIPFA National Local Authority VAT Consultative Group. His contributions to the PSTAX VAT helpline service and training over the last 12 months have been integral.


Ashley LittleAshley Little, Indirect Taxes Consultant: Ashley’s 15 years of VAT experience, including leading HMRC VAT officers, translates into valuable insights for our clients. She co-leads the new HMRC VAT Readiness Reviews service as well as helpline support and consultancy.


Rosie Jones, Indirect Taxes Consultant: Rosie celebrates 17 years with PSTAX this year. She has considerable experience in public sector tax having also worked at West Sussex County Council for over 10 years prior to joining. Rosie helps to make our helpline the best in the industry by tackling whatever VAT and SDLT questions come our way.


Russell NevardRussell Nevard, Indirect Taxes Consultant: Russell spent nearly two decades with HMRC and built a reputation as a trainer and mentor. He brings this exceptional VAT knowledge and training skillset to PSTAX. He co-leads the HMRC VAT Readiness Reviews service.


Jon GuilliatJon Guilliatt, Indirect Taxes Consultant: Jon’s 27 years of local authority experience empowers him to tackle complex VAT and SDLT issues faced by the public sector, particularly within local government reorganisation.

Nick has nearly 30 years of working with and supporting public sector bodies with VAT and indirect taxes, starting at HM Customs and Excise and then as in-house VAT Officer at Hampshire County Council. Since moving to advisory firms, Nick has had senior public sector VAT roles at RSM Tenon (now RSM), KPMG, and PSTAX (since 2014). He has led VAT advice nationally on a wide range of public sector issues and helped shape HMRC policy in several key areas.
