PSTAX at the SLCC National Conference

This October, PSTAX was delighted to once again exhibit at the Society of Local Council Clerks (SLCC) National Conference, where our consultants Richard Strevens and Rosie Jones met with clerks and finance officers from across the country to discuss the latest tax challenges facing local councils.

As proud SLCC partners, our team was on hand throughout the event offering a drop-in surgery providing advice on key topics including VAT on capital projects, asset transfers, sports facilities, and community centres, alongside information about the PSTAX Local Council Tax Club, a new tailored membership delivering dedicated tax and VAT support for parish and town councils.

Understanding the Tax Impact of Local Government Reorganisation

A highlight of the conference was the session delivered by Richard Strevens, Associate Director – Indirect Taxes, who presented with Mike King, SLCC Head of Policy and External Communications on “The Tax Implications of Local Government Reorganisation (LGR) and Devolution.”

Richard explained that the LGR and devolution process, which will reshape much of England’s council structure over the next three years, will have a major impact on local councils. From administrative changes and new precepting arrangements to the transfer of community assets, local councils will see significant changes in their range of activities, budgets, and staffing levels, all of which bring VAT and Employment Tax considerations.

Focusing on the already pressing issue of community asset transfers, Richard emphasised the importance of early planning to ensure that any VAT implications are properly managed. His key message to delegates was clear:

“With forward planning, local councils can take the necessary action to ensure they can recover VAT incurred on transferred assets. In some cases, smaller councils may need to register for VAT, but this should not be viewed as an unwelcome development.”

The session drew strong engagement from delegates keen to understand how best to prepare for the coming changes. Across the event, Rosie and Richard spoke with clerks about practical steps to strengthen VAT compliance, the benefits of our soon-to-be-launched e-learning course, VAT Awareness for Local Councils, and how PSTAX continues to support the SLCC community through training, helplines, and specialist resources.
