Tim Bridgett promoted to Associate Director at PSTAX
21st February 2026

PSTAX is pleased to share that Tim Bridgett has been promoted to Associate Director.
Tim’s promotion reflects the depth he brings to public sector employment taxes, and the way he supports clients with advice that is clear, evidenced, and usable by busy payroll and finance teams. It also strengthens our employment tax support for councils, police, fire and NHS bodies as HMRC scrutiny on workforce compliance, payroll reporting and governance continues to increase.
A career built on HMRC and public sector experience
Tim started his career in tax with ten years at HM Revenue and Customs as an Employer Compliance Officer. He then moved into practice in 1998, working at a Big Four firm across all aspects of employment taxes, including public sector advisory work with the CIPFA tax service.
In 2006, Tim joined another leading firm, working with the authoritas public sector team, before joining PSTAX in June 2017. That combination of HMRC insight and long-term public sector work helps Tim focus on what matters most to clients: getting the position right, documenting it clearly, and being ready for questions.
National Minimum Wage, overseas workers, and payrolling benefits in kind
Tim is a go-to adviser on areas where public bodies often need detailed, practical guidance, including National Minimum Wage, overseas workers, and P11D reporting.
A current focus for many employers is mandatory payrolling of benefits in kind, due to take effect from 6 April 2027. This will change how benefits are taxed and reported, and it is already driving reviews of payroll data, benefit processes, controls, and audit trails.
If you are planning for payrolling benefits in kind, or want to pressure-test your current P11D and benefits approach ahead of the change, Tim can help you set out a practical plan and avoid last-minute surprises.
Construction Industry Scheme (CIS) training and CIS compliance
Tim delivers many of our training courses and seminars, particularly on the technical elements of the Construction Industry Scheme (CIS), including the areas that tend to cause issues in the public sector.
CIS compliance can be high-risk when processes vary across departments, when verification and record-keeping are inconsistent, or where teams are unclear on roles and responsibilities. Tim’s CIS training focuses on what teams need to do in practice, and what good evidence looks like if HMRC ask questions.
Employment taxes during local government reorganisation (LGR)
PSTAX has extensive experience supporting councils through local government reorganisation (LGR), including setting up practical tax workstreams and helping bring legacy positions into one place ahead of vesting and beyond.
Employment tax issues often sit right in the middle of LGR activity, including payroll changes, travelling expenses, benefits reporting, National Minimum Wage risk areas, and the governance needed to keep decisions consistent across legacy councils. Tim’s experience strengthens the employment tax input that councils often need alongside wider LGR planning.
Emergency services sector support
Tim also works extensively with the emergency sector, supporting Police, Fire and NHS Ambulance Trust clients. These organisations face specialist workforce issues and operational pressures, and Tim’s role is to provide advice that fits the reality of frontline services. Our next emergency services seminar is coming up on 12 May – click to find out more.
Training that deals with the difficult areas
Alongside CIS training, Tim regularly delivers sessions on emergency vehicles and travelling expenses, helping teams apply the rules consistently and keep records that stand up to challenge.
