New VAT E-Learning for Local Councils
4th June 2026

Getting to grips with VAT in a local council setting is not always straightforward.
The rules are different from those that apply in many other organisations, and even the basics can feel difficult when officers are trying to balance day-to-day responsibilities with limited time for training. That is why PSTAX has launched a new VAT e-learning course created specifically for local councils.
This course gives councils a practical introduction to VAT in a format that is easy to complete and simple to return to when needed. It has been written by PSTAX’s VAT specialists and developed by our team to make the learning clear, engaging and relevant to the work local councils do.
A practical introduction to VAT for local councils
The course takes around 45 to 60 minutes to complete and is designed to help officers build confidence in the essentials of VAT.
Rather than covering VAT in generic terms, it focuses on the issues local councils are more likely to come across, using examples that reflect the services, activities and decisions councils deal with in practice.
That means learners are not just being told what the rules are. They are being shown how those rules apply in a local council environment.
Why it’s important
VAT can affect routine spending, invoices, major projects and wider structural change. For local councils, a basic understanding of how the rules work can help officers make better decisions, spot issues earlier and avoid mistakes that can become time-consuming or costly to put right later.
It is also important that officers understand the areas where councils often need to take extra care, including VAT recovery, invoice requirements, partial exemption, options to tax and the VAT implications of devolution and local government reorganisation.
A course like this helps build confidence from the outset and gives learners a stronger foundation for handling VAT-related questions in their roles.

Built for busy officers
We know that training needs to work around busy schedules.
This e-learning has been designed to be accessible, interactive and easy to follow, making it suitable for officers who are new to VAT, taking on VAT-related responsibilities, or looking for a solid refresher.
It is a useful option for clerks, finance officers and others involved in council finances who need a stronger understanding of VAT without committing to a full day of training.
Written by specialists who understand local councils
One of the main strengths of this course is that it has been shaped by specialists with genuine experience of the local council sector.
PSTAX has a strong connection with the Society of Local Council Clerks, and Town and Parish Councils. This means the course has been developed with a clear understanding of the issues clerks, Responsible Finance Officers and council teams deal with in practice.
Authors Trevor Steel and Libby Price support local councils with understanding the VAT implications of major projects, and have assisted with VAT registration. Trevor also delivers SLCC VAT courses and received excellent feedback from delegates, which reflects the practical and approachable way PSTAX supports local councils on VAT. Richard Streven’s Town and Parish Council VAT book has already become a recognised point of reference for many in the sector.
That experience gives this course real credibility. The content is grounded in the questions councils actually ask, the errors they need to avoid, and the areas where a bit more understanding can make day-to-day decisions much easier.
A useful first step for local councils
For local councils that want an introduction to VAT that is relevant, manageable and well put together, this new e-learning course is a strong place to start.
It gives learners a clear foundation, uses examples that make sense in a local council setting, and has been developed by a team already known to many in the sector.
