We are pleased to welcome Bhavina Carsane to PSTAX as an Employment Taxes Consultant. 

Bhavina brings a strong mix of private sector experience and hands-on HMRC compliance knowledge. She supports organisations with the practical employment tax issues that can quickly become time-consuming and high-risk if they are not owned clearly across HR, payroll and finance.

• Employment status and off-payroll working (IR35) 

• CIS and labour supply chain compliance

• HMRC compliance reviews and follow-up actions 

These are areas where public sector teams are often working under pressure, dealing with changing workforces, temporary staffing, contractors and mixed hiring routes. Small gaps in process can create repeat issues, and HMRC reviews tend to focus on whether decisions were made consistently, documented properly, and supported by clear evidence. 

Bhavina’s approach is detailed and structured. She helps clients get to a defensible position, whether that means tightening end-to-end processes, improving files and decision trails, or preparing for an HMRC review. Her work is grounded in what teams can realistically do, not an ideal-world model that falls apart when workloads spike.
